Bringing us to the question of whether Obama's 'circumcision state' would hurt him or help him in the upcoming election. Good question! But clearly, Hillary - a woman - is not circumcised (although millions of women are 'circumcised' and Hillary denounced that cultural practice during her visit to Africa many years ago). Circumcisionwise, therefore, Hillary seems to represent the woman's point of view: 'Who cares?'
That is a mistake. Hillary needs to express her concern for male penile sensitivity. She needs to denounce circumcision for what it is: parental/cultural attempts to control male sexual expression through desensitization. That policy would fit well with her previous policy against female sexual mutilation.
